Specific Experience Recently, he was the project manger for a large B.C. crown corporation for a project which developed new policies and procedures for a province-wide initiative. In this role, he was responsible for the overall establishment of project plans, defining the project deliverables development of policies, user testing, training and implementation. For a financial services commission, was a key participant in the development of the application and systems strategy. For a crown corporation he was the project manager for an initiative, which developed an interactive web-based application which queried databases and captured data at the source from business partners. For an insurance company, he was responsible for the final user testing, the creation of the training system and training materials which were used to train the 3000 independent brokers across the province. The training was conducted successfully within a one month period. The implementation was one of the most successful for the corporation. Managed the development and province-wide implementation of the record classification system for one of the ministries in British Columbia. He managed the successful, large fixed-price project for the State of Alaska. This real-time application was successfully implemented in a timely manner and has become the core system for at least eight other states. This system was the first developed and certified under the US Federal government specifications. Responsible for the overall direction, resource planning and quality assurance for a feasibility study to implement a welfare management system for the State of Florida. Responsible for the development of a complex welfare system in the State of Washington. This system was designed to integrate several hardware and software components, enabling workers to use micro-computers to perform editing and some decision making functions, and utilizing the mainframe for major calculations and report generation. This was an early initiative into distributed processing. As the initial project director for a welfare system in the State of Hawaii, was responsible for establishing the standards, staffing, client contacts, and the overall project environment during the early months of the project. This groundwork expedited the start-up of the project and contributed significantly to the ultimate success of the project. Responsible for the transfer to North Dakota, of the Alaska Eligibility Information System . Was responsible for the strategic planning, resource allocation, and quality assurance of this project. Responsible for the management of, and actively participated in, a comprehensive feasibility study and requirements for the British Columbia Ministry of Human Resources. Led a large project team which analyzed requirements, documented design, and subsequently developed and implemented one of four major subsystems for a large insurance company. The claims processing subsystem was successfully completed within twelve months under rigid budget and time constraints. Some of the techniques used included top-down design, structured programming, and automated project management tools. Many of these techniques were still in the pioneering stages when this project took place. Developed market strategies and forecasts for a distributed processor system. This assignment was undertaken at the IBM International Finance Industry Centre in England, and at development labs in the United States.
